call to the industry for the EPA Consent Agreement.
For clarification, producers who sign the consent agreement and pay their fair
share of the monitoring costs (not to exceed $2,500 per farm) and pay the
appropriate penalty to EPA will be covered by the safe harbor agreement.
Monitoring does not need to take place on all farms in order for protection to
be received as it is implied in the editorial although the few farms that are
monitored across the country do need to sign the agreement.
